Effective management is about making decisions despite having imperfect employees. If you put the blame on the employee you will always have this problem because you never fixed the environment that prevented this problem in the first place. Essentially the responsibility is always on the business because they’re the person it costs money, the business can whine and complain all they want but they aren’t doing any good for their bottom line or their shareholders.
