Because personas focus on creating a story made up of a customer’s attributes, instead of a story that explains a purchase, personas leave the brain in a unsatisfied state.

I have to disagree here. A scenario describing a particular behavior typical for that segment of the target population that is represented by the persona should not be made up from the people's attributes. It should rather summarise an end-to-end process that revolves around the relevant action — the buying of a new tux here.

Personas are not scenarios. And personas without scenarios are nowhere near as useful in design. It does not help me as a designer to design against a persona without scenarios.

Also the persona will not be equally useful tool for all products.
