The Logic of the Police State

It is obvious that money has the power to corrupt everything (individuals, businesses, politicians, police departments, etc.)
Why can’t we require all police revenues (forfeitures, tickets, fines, etc.), gained through the protection of our rights, go into a general fund which is evenly distributed throughout the nation? This would greatly reduce the risk that the people we entrust to secure our rights are not tempted to act in a way other than in the public’s best interest.
