The one quality that I think is required to be an effective programmer and which is rarely evaluated in an interview is passion. Given how easy it is to set up a prototype on a public cloud, if an engineer has a git repo with some cool implementations and which is deployed on a public cloud, it is a huge plus.

Just being smart is not enough. In fact, I think smart people who are not passionate do more harm to an organization than people who are not smart.
