While I agree that the incentive system could certainly be improved, its important to note that in the US (for genomics research at least) it is essentially required to deposit data generated from a project into open online databases. Several large team-based projects have operated similar to the Allen Brain Atlas — the 1000 Genomes Project, the ENCODE project, the Epigenomics Roadmap project to name a few… all depositing data for public access either as it was generated or shortly thereafter.
