1. De(r)th of leadership: why would anyone any good do policy or practice development? Booooring. No room for manoeuvre.
2. Where will the new ideas come from? Service re-design, Design Thinking depends on breakthroughs. The scenario seems to assume that all options are already in the table.
3. Cognitive (and other) biases still apply. So we still end up with policies that are in line with public opinion, but which don’t work very well. Sentencing a great example.
