I don’t know if I agree completely. I understand that AI tools (and I mean not just neural networks, but also the “good-old fashioned” AI methods) are simply mathematical devices, but fundamentally the assumption in this field is that intelligence is the ability to acquire skills. One issue with researches in AI is that we’re still not even sure if that definition is sufficient (I think that’s why we have companies like DeepMind), but by current definition of intelligence, modern methods of AI (neural networks, for example) should be considered intelligent. So calling AIs not intelligent might not be entirely wrong, but I do think it’s a bit premature to say.
