I love a mediocre team, any team that plays to win the game in front of them i can get behind. What is annoying is that a mediocre team has the same chance of winning the Championship as a bad team (zero or next to zero). What if the really bad teams were punished

Maybe the bottom five teams instead of having the best chance of winning the lottery, get the 15th, 14th, 13th, 12th and 11th pick in the draft. Leaving the teams that finish 16th to 25th each get a lottery ball for the top 10 picks (ie a 10% chance at the number 1 pick).

By no means a perfect solution, but would be a start.
