Scrum does not work here in Asia

Since when is there an Australian bank which has implemented scrum end to end? I have seen the pockets of excellence, but I have yet to see more. Banks in general are in the doldrums here, so why wouldn’t Asian? I think both technically and in terms of technical experience banks in Thailand, Singapore, or elsewhere are on par with other banks of other organization — which isn’t also a good sign. I don’t quite support the cultural assessment as of reasons why it wouldn’t work — because it does.
