Efficiency and Effectiveness in Software Development Teams

Where I currently work, the dev team (I’m just a free floating architect ;)) is highly focused (by management) on efficiency (i.e. 100% resource utilisation). One of the by-products is a demotivated team of developers that are scrambling to get as much tasks (“Jiras”…ugh) done in as little time.

I feel the team might benefit from a bit more effectiveness, but where to start? I think I will start by sharing this article with management and take it from there… wish me luck ;)
