Holy crap, that’s fucked up! I seriously feel for you. I suggest finding out what police department handles the maintenance guy’s parole, and what conditions he has to meet. You may be able to get him fired, so at least you’ll be safe until you find a new place. (I’d also anonymously print out flyers with the guy’s info, and slide it under everyone’s door. Maybe if enough people complained, something would get done.)
