A 4 way race gives the choice to congress because no candidate can realistically reach the 270 electoral votes needed to win in a 4 way race. Without those 270 votes, congress decides who becomes president. The same is true for a 3 way race.

I absolutely agree that something like ranked choice voting would solve this problem. But good luck getting that the current 2 parties to implement a system that would give them both less power.
