The steam coming from the ground isn’t a natural phenomenon. Its going to be one of the schools heating/cooling/environment systems or that of another building. The sentiment is good, but what your proposing is dangerous.

I think the point you are making is that the blame equally shared, and that everyone involved in the school has the opportunity to make it better. If the school system cant afford it then the teachers/parents/students can make it better too.
