Great questions! I have some plans for social support systems and see them critical to maintaining safety and attractiveness of the city. Agree, early on the city population will skewed towards high-skill working adults and almost no at-risk residents. With time, the demographic structure will become more diverse and more social support systems will be added. Fully agree, that there will be a negative impact on other parts of the host nation. Hopefully, they can be balanced out by the federal taxes the neocity pays.

Need to think more on investor/resident balance of power.
