I have not worked with a PO as you describe. It really does sound like you’ve had the mother of all bad Scrum experiences, or have the Worst Product Owner in the World, and are convinced these negative outcomes are fundamentally a problem with Scrum as a process. Scrum does not instruct a PO to ignore tech debt, design or skills improvement. Reading https://www.scrumalliance.org/community/articles/2013/july/managing-technical-debt reminds me just how thoughtful the Scrum community is on the topic of tech debt in particular.
