work smarter than harder

Handing over a pile of documents to my supervisor I was pretty sure he will be convinced to follow my idea of installing an application in a computer that can judge while the computer by the employee is used for doing his office work or he is using that for social networking. the idea behind this application was if a person is doing his work twice as fast as others than he must be allowed to leave his office as soon as he is done, rather than staying in office and follow the trend of look busy and do nothing. I believe its always work smarter than work harder and when it comes to 9–5 job it limits our potential to complete a task before time and employees tend to drag it till 9.
