This is a chicken and egg problem. I do think AJAX is the thing that made web apps and Web 2.0 reality. So, my conclusion is the opposite to yours.

A good example of this is Steve Jobs talked once about how he came up with an idea for an iPhone. Engineers showed him an early touchscreen prototype and he in that moment thought ‘We can make a phone out of it’.
