While I agree with most of what you say the point about private = efficient and government = inefficient just doesn’t necessarily stand up. For instance, about 30% of health care spending in the US goes on administration, the rest on patient care. Before the British government started privatisation of the NHS only 3% of the cost was administration.

There are arguments to be made about the effectiveness of the two systems, but I doubt even the worst interpretation could account for the 27 point difference.
