A decision support system to help DYCD/DOE’s award RFPs for the 2015 SONYC expansion.

“In the largest-ever expansion of after school programs for middle schools students, School’s Out New York City (SONYC) was implemented in FY 2015. In partnership with other city agencies, including the Department of Youth and Community Development, pupils were provided with educational services to help build solid foundations for the children both academically and socially, both after school and over the summer.An additional $140.9 million dollars was allocated for this program — FY 2015 School Based Expenditure Report (SBER) Overview, NYC Dept. of Education

Our analysis explored key differences between NYC’s middle schools in 2014 and made the case for a “needs analytics” to allow program administrators at NYC’s Department of Education and Dept. of Youth and Community Development consider a variety of local factors that apply at the individual school level.

Our model combined DOE’s own “need metric” ( from DOE’s Fair Student Funding guide) along with the crime, health and truancy rates and created an enhanced Need Score for each NYC middle school eligible for SONYC expansion funding.

We hope that this model can guide the decision-making process and provide evidence to allocate funds and support middle schools where the need is most pronounced.
