Preparing requirements is an ongoing process. In a water-fall workflow, a project manager is often required to write down detailed specifications for a project, no matter if the team has been clear with what they are going achieve or not, not to mention if there is any variable factor hidden under the table. Therefore it often takes lots of time to improve outdated items as well as add new items in to a wish list, which makes them unmanageable.

Nonetheless, in an agile team, we don’t require a product owner to prepare too much detailed items up front, since we have known that requirements might be evolved as time goes by. Compared with directly providing detailed, comprehensive specifications, we would rather prefer emergent process to refine items throughout an entire project.

That is to say, we make the process of product discovery existing throughout the entire project to evolve product backlogs instead of only at the early stage of development process. For anyone who would like to transition from a project manager role into a product owner role, it is hard for them not to write down all detailed, comprehensive items in the very beginning.
