New APX reward pool has commenced

With regard to APX【Proposal-23】which has passed on 14 November 2023, the new reward pool amounts have taken effect on 8 December 2023.
ALP staking rewards is 1.9 APX per block reward and APX-BNB LP is 0.7 APX per block reward.
