The main program of the project is a DNA Library. It is based in the distant future when DNA samples are mandatory from every citizen in NYC. A main core of DNA storage runs throughout the entire building. It is serviced by robotic arms. Depending on program it is either opaque, transparent, or physically open. The program is divided based on the occupants. The public have access to the ground and second floor. The staff laboratories are located on the seventh, eighth, and ninth floors. The specialist spaces are on the third, fourth, fifth, six, tenth, and eleventh floors. The public enter on the ground floor into a lobby area. From there they continue to the second floor into a waiting room, where they wait to be called into the collection room. The specialists enter from the street down in to the below-ground lobby. They then continue to the elevators which take them to their designated floors. The staff also use this elevator to access their laboratories, but must swipe an access card to enter the floor.

The facade is comprised of aluminium panels that offset to create openings. The ground and second floor have glass walls to allow the public complete visual access into the space. The spaces that are dedicated to the specialists have glass walls with the facade covering the exterior, allowing some visual access to the outside. The staff laboratories have completely opaque walls. The building is mainly illuminated by artificial lighting.
