Development was done by a small group of business consultants. The client was budget-constrained and operating under the IT policies of a much larger corporation. Regulatory scrutiny was especially intense due to the high-risk nature of the bank’s customers and transactions. Workload had increased by orders of magnitude while the scrutiny on operations had intensified. And the initial request was to create a simple Access database. But by thinking about the user’s underlying problems and conceiving new functionality on an incremental basis, our team moved the client step-by-step toward a better solution.
