How to Blur Faces in Images With Python

Blurring out a specific part of a video, or an image is a very common task, with multiple use cases.
Often times, you want to keep the identity of a person anonymous, to make sure license plates numbers remain unseen, or to simply hide objects that got into the scene and were not supposed to appear.
