I study your Brief again, well, have a suggestion to you:
You put there a lot of qualities for characters & drawing techniques. It’s pretty cool bcas you have strong inner criteria of what you wanna. But there no suggested ways to do such. Just criteria and no possible «know-how».
I wanna to suggest some creative pipeline to you:
Imagine: Do a cat character as comic parody to filming heroes )))
Example: we took any coooolest film (with strong base style as cultural meme), and see for which main-heroes we can parodise as cats…
For example, we can take «The Grand Budapest Hotel» film, and make a cat due to main hero of the film:
How to draw that? YEP! This film by WET ANDERSON!
And he also a producer of film «Isle of Dogs» that made in his style: it’s actually Wet’s vision film!
…of Wet Anderson could show Dogs, we can invent Cats in his style-universe, and one cat can be based on Grand’s Budapest film main hero characteristics ))
3 → Here is our results for cats:

…We can bring Tarantino style to cat )))) and make female cat as Uma Turman parody, for example.
…Or we can bring Sin City style and make parody to Sin city. And we can do it in a bantering manner: cartonize main huge character look, and add ourself characteristics that don’t exist in film: Make own-style character, for example, sooo stupid but assured too much )))
Conclusion:
In whole view, I (Gosha K.) put some creative & artistic pipeline to his task.
And such artistic pipeline isn’t final. It can be enhanced, evolute, or another-way builded. In some way two unexpected Universes can be mixed in one character. But pipeline for such tasks can be really crazy and have content-generative opportunities already in begin of work: already without sketches we can invent funny ideas that can be as tasks for artists. And of course artists can be do it on color already: in color system of Hotel Grand Budapest, for example )))
…Also, we can do parody to famous people…
