Dasein’s Being is at issue for it.
But of course this must be an Indo-European being, as not all humans have Being in their language for it to be an issue for them. But of course as colonizers Indo-Europeans really think that they are the only ones that deserve the claim to full humanity. Be that as it may. Dasein has an in built relation toward Being that becomes an issue for it.
Understanding Being is itself a definite characteristic of Dasein’s Being.
Dasein has a pre-ontological understanding of Being prior to building any ontologies.
So dasein is not just an ontic entity, but it also has a pre-ontological understanding of what we can theoretically know as Being ontologically.
Dasein is a being in Being, who understands being if not yet theoretically, and can understand it theoretically if given the chance.
Now we might add that Being is an issue for every human due to Indo-European domination of the earth whether they have Being in their language or not. 60% of human beings speak some form of Indo-European language And with Globalization this percentage is bound to rise with English being the most likely candidate for new language acquisition by the rest of the world. To the extent that there is a lingering colonial footprint and that there is pressure toward globalization every human being whether they speak an Indo-European language or not has a relation with Being foisted on them one way or another. So Hiedegger’s assumption of the universality of Being though untrue is becoming true though cultural dominance of Europeans.
We might say that it is Being is an intrinsic issue for those who are native Indo-European language speakers and an extrinsic issue for those on whom the Western worldview is foisted by Colonialism or Globalization.
But the issue for both is ultimately the issue of the destruction of the planet by the Western worldview based as it is on Being. So this is in fact coming to be a life and death issue, which Heidegger was not to know of at the time of these pronouncements about the human nature of Dasein.
