Does GM Sam Sevian Belong in the 2700 Club?

Sam Sevian is well known in the chess world, of course. But, for those who don’t know him, please read his Wikipedia article: https://en.wikipedia.org/wiki/Samuel_Sevian

According to Wikipedia, he was invited to play in the US Championships at the age of 13 years and 7 months in May 2013. Another boy was also invited: Kayden Troff. Troff was a little older, but both boys were rated in the 2300’s back then.
