The funny thing is the marketplace of online platforms is 'cheap', so it's hard to earn as a writer normally. But for Substack, they do recommend that you post your best content for free first to allow any new audiences to get to see your work first. (Like an investment). However, with Medium, you could to that here and earn some money while promoting your Substack newsletter or other projects from your Medium profile.
I think it's the common challenge (and one of the complaints of writers on Medium) to find an audience. Some Medium writers do expect or at least hold Medium responsible (due to their mysterious algorithms) to better support them in finding audiences for their content.
So meanwhile, this has also became the purpose of my publication, "What's Up? M", to gather up all the necessary details about the available features, important changes, and the ins and outs of this platform (which somehow are not very obvious or stated clearly from company themselves) and share them with other writers on here. Then, with more detailed knowledge upfront, each of us can experiment and see which method can work for us individually while using the system fairly and keeping to their platform mission.
