Washington is facing an array of unprecedented public affairs challenges. From a completely stagnant Senate to international trade wars, these realities are forcing people to find new ways of communicating. We’re excited to acquire Aperture Strategies and bring Scott Mulhauser on as a Partner to lead our clients through public affairs and communications campaigns.

Scott has long been a leader in Washington policy and communications from leading roles on Capitol Hill, on national campaigns, in the administration and more. Before founding Aperture, Scott was the chief of staff at the U.S. Embassy in Beijing, representing the U.S. across China and the region while helping run one of the largest and busiest foreign posts in the world. Previously Scott served as deputy chief of staff to Vice President Joe Biden during the 2012 Obama-Biden campaign, worked in senior roles in the Obama Administration and helped run the Senate Finance Committee during landmark policy battles and legislative victories, including the passage of the Affordable Care Act. At BPI, he will use his expertise in policy and communications to lead clients through this new era of public affairs.

“Scott brings deep policy and communications expertise on some of Washington’s most pressing challenges including health care, tax, and trade.” said BPI President Andrew Bleeker. “We are thrilled to bring him on board, especially during this critical era where our country is in desperate need of leadership and the old methods of advocacy are no longer effective.”

“I couldn’t be more excited to join the remarkable Bully Pulpit team,” said Scott. “BPI has built an incredibly smart company, thoughtfully expanding into new spaces year after year and I’m thrilled to bring Aperture on board to help continue that growth. With Aperture in the fold, I hope we’re able to continue to move the ball forward on many of the most meaningful debates unfolding in Washington, in the race for the White House and across the country and the globe.”

Prior to his time in the Obama administration, Scott spent more than a dozen years on Capitol Hill capped by his role helping to steer the powerful Senate Finance Committee. He’s also held positions of leadership at the Export-Import Bank, for multiple U.S. Senators and at the Democratic Senatorial Campaign Committee. He is also an attorney and an adjunct professor at Georgetown University’s McCourt School of Public Policy.
