Cannot Request Additional EC2 vCPU Capacity on AWS

Update: Magically I can create new instances again of the same type and did not put in a support request…

I’m working on a very extensive penetration test right now that involves a number of systems and users. I set up a separate VM for each site so I don’t inadvertantly get systems and data mixed up. Also if one particular site has a security problem or crashes my VM for some reason it won’t affect all teh website.

Sometimes I’ll have a number of scans running on various systems and then I’ll be testing another one manually.

So I wanted to get a bunch of scans going and I got this error trying to launch my fourth VM:

Failed to start the instance i-xxxxxxxxxxxxxxxx

You have requested more vCPU capacity than your current vCPU limit of 16 allows for the instance bucket that the specified instance type belongs to. Please visit http://aws.amazon.com/contact-us/ec2-request to request an adjustment to this limit.

Ok so I went over to the support page to put in a request but what am I supposed to request?
