Press Release: Chennai’s Ninth Rainbow Pride Month, 2017

Chennai’s Ninth Rainbow Pride Month begins on June 1, 2017. Events this month celebrate the visibility of alternative sexualities and gender identities and affirm the notion of self-respect as a key goal of the lesbian, gay, bi, transgender, intersex, queer, asexual and other (LGBTIQA+) movements. Pride events for the year will commence in June and continue through July. They will include cultural performances, sensitization programmes on sexuality and gender-identity, health information talks, solidarity events, films and poster making sessions. The Chennai Rainbow Pride march will be held on Sunday, 25 June 2017.

Events of the Rainbow Pride Month are organized by the Tamil Nadu Rainbow Coalition (TNRC), an umbrella body of individuals, collectives and organizations working toward gender and sexual equality in all parts of the state.

Members of the TNRC have put forth the following demands for this Pride month:

· We ask that the Supreme Court of India reverse the Koushal judgment of 11 December 2013, and that Tamil Nadu and other state governments amend Section 377 so it does not apply to consenting adults.

· We ask that the Central and State governments implement the Supreme Court’s NALSA judgment of 15 April 2014 in its entirety, and roll out the schemes announced by the Ministry of Social Justice and Empowerment in 2014.

· Tamil Nadu must reactivate the TN Aravani Welfare Board and rename and restructure it as TN Transgender Welfare Board based on the more inclusive definition of transgender as set out by the NALSA ruling.

· We seek access to stigma-free and quality healthcare for the LGBTIQA+ communities in Tamil Nadu, including mental health services, suicide hotlines, and gender-affirming procedures for transgender people.

· We oppose attempts by healthcare professionals, quacks, religious groups and families, to forcefully change sexual orientation or gender identity through medication, shock therapy, marriage, or other means.

· We ask that the government authorities comply with the NALSA ruling in permitting transgender individuals who identify within the gender binary to get Aadhaar and other identity cards in their gender, in addition to the provisions already made to include a third (transgender) category. We ask that the Ministry of External Affairs immediately remove the requirement for surgery for transgender individuals who seek to change their gender on passports. Insistence on such procedures is both illegal and immoral, as per the NALSA ruling.

· We seek reservation for transgender people in educational institutions, and urge all schools, colleges and universities to provide LGBTIQA+ inclusive counseling services and enable support groups on campus

· We urge all private and public sector organizations to ensure workplace equality, end stigma and discrimination, and include sexual orientation and gender identity awareness in diversity training for staff and management.

· As LGBTIQA+ people who are also residents of Tamil Nadu, we strongly resist majoritarian forces that seek to impose Hindi and dominant religions and cultures on us, and that dictate what we can and cannot eat.

· We stand in solidarity with the Dalit community, Tamil fishing community, people with disability, farmers, sex workers of all genders, other minorities, women, and all others struggling against oppression.

ஜூன் 1, 2017, இன்று சென்னையின் ஒன்பதாவது வானவில் சுயமரியாதை மாதம் துவங்குகிறது. மாற்று பாலின மற்றும் பாலீர்ப்பு கொண்ட மக்களின் இருப்பு மற்றும் சுயமரியாதையை உறுதி செய்யும் விதமாக பல்வேறு நிகழ்வுகள் இம்மாதம் நடத்தப்பட உள்ளன. மேலும், சுயமரியாதையை நிலைநாட்டும் விதமாக வானவில் சுயமரியாதை பேரணியும் நடத்தப்பட உள்ளது. இந்த ஆண்டிற்கான சுயமரியாதை நிகழ்வுகள் ஜூன் மாதம் துவங்கி ஜூலை வரை நடைபெற உள்ளன. கலைவிழா, மாற்று பாலின மற்றும் பாலீர்ப்பு உடைய மக்கள் குறித்த புரிந்துணர்வு கலந்தாய்வுகள், உடல்நல தகவல் பரிமாற்ற அமர்வுகள் மற்றும் பதாகைகள் செய்தல் ஆகியவை இந்நிகழ்வின் பகுதிகளாக உள்ளன. சென்னை வானவில் சுயமரியாதை பேரணியானது ஜூன் 25-ந்தேதி (ஞாயிற்றுக்கிழமை) அன்று நடைபெறும்.

சுயமரியாதை மாத நிகழ்வுகளை தமிழ்நாடு வானவில் கூட்டணி ஒருங்கிணைத்து நடத்துகிறது. தமிழகம் முழுவதும் உள்ள, மாற்று பாலின மற்றும் பாலீர்ப்பு கொண்ட மக்களுக்காக பணியாற்றும் தனி நபர்கள் மற்றும் நிறுவனங்களை உள்ளடக்கிய அமைப்பே தமிழ்நாடு வானவில் கூட்டணியாகும்.

சுயமரியாதை மாதத்தை முன்னிட்டு தமிழ்நாடு வானவில் கூட்டணியானது ஊடகத்தின் முன்பாக பின்வரும் கோரிக்கைகளை முன்வைக்கிறது.

டிசம்பர் 11, 2013 அன்று சட்டப்பிரிவு 377 மீதான கெளஷல் தலைமையிலான அமர்வு வழங்கிய தீர்ப்பை மறுசீராய்வு செய்ய வேண்டும் என இந்திய உச்ச நீதிமன்றத்திடம் வேண்டுகோள் விடுகிறோம். மேலும் வயது வந்த இருவர் தங்களின் விருப்பத்தோடு தனிமையில் கொள்ளும் பாலியல் உறவை குற்றப்படுத்தும் சட்டப்பிரிவு 377 ஐ தமிழ்நாடு மாநில அரசு குற்றமற்றதாக மாநில அளவில் மாற்றியமைக்க வேண்டுகிறோம்.

ஏப்ரல் 15, 2014 அன்று வழங்கப்பட்ட உச்ச நீதிமன்றத்தின் NALSA தீர்ப்பையும், மத்திய சமூக நீதி மற்றும் அதிகாரமளித்தல் அமைச்சகம் அறிவித்த திட்டங்களையும் நடைமுறைப்படுத்தும் படி மத்திய, மாநில அரசுகளை கேட்டுக் கொள்கிறோம். மேலும் தமிழ்நாடு அரவாணிகள் நல வாரியத்தை விரிவுப்படுத்தி தமிழ்நாடு திருநர் நலவாரியமாக மாற்ற கோரிக்கை விடுக்கிறோம்.

தமிழ்நாட்டில் உள்ள LGBTIQA + சமூக மக்கள், மனநல சுகாதார சேவைகள், தற்கொலை தடுப்பு உதவியமைப்பு, மற்றும் திருநங்கை மக்களுக்கான பாலின உறுதியளிக்கும் நடைமுறைகள் உள்ளிட்டவற்றில் களங்கமற்ற தரமான மருத்துவ சேவைகளை பெற ஆவண செய்யும்படி கேட்டு கொள்கிறோம்.

முறையற்ற மின் சிகிச்சை, கட்டாய திருமணம் போன்றவற்றின் மூலம் ஒருவரின் பாலின, பாலீர்ப்பு அடையாளத்தை கட்டாயப்படுத்தி மாற்ற முயற்சி செய்யும் சுகாதார நிபுணர்கள், மத குழுக்கள் மற்றும் போலி மருத்துவர்களை வன்மையாக கண்டிக்கிறோம். மேற்கண்டவை முற்றிலும் தடுக்கப்படவேண்டும்.

NALSA தீர்ப்பின் அடிப்படையில் மாற்றுப் பாலின மக்கள் தங்கள் பாலின தேர்வின் அடிப்படையில் ஆதார் உள்ளிட்ட அரசு அடையாள அட்டைகளை பெற அரசு அனுமதி அளிக்க வேண்டும். மேலும் மாற்று பாலின மக்கள் பாஸ்போர்ட்டில் தங்கள் பாலினத்தை மாற்றம் செய்ய கோரும் போது அவர்கள் பாலின மாற்று அறுவை சிகிச்சை செய்திருக்கிறார்களா என்பதை உறுதிப்படுத்தும் நடைமுறையை மத்திய வெளியுறவுத் துறை அமைச்சகம் நீக்கம் செய்ய வேண்டும்.

அரசு பணிகளிலும், பள்ளி மற்றும் கல்லூரிகளிலும் திருநர் மக்களுக்கு தனி இடஒதுக்கீடு வழங்க அரசுகள் நடவடிக்கை எடுக்க வேண்டும். மாற்று பாலின பாலீர்ப்பு கொண்ட மக்களுக்கான மனநல ஆலோசனை சேவை மற்றும் ஆதரவு குழுக்களை உருவாக்கும் படியும் அனைத்து கல்வி நிறுவனங்களை வலியுறுத்தி கேட்டுக் கொள்கிறோம்.

பணியிட சமத்துவம், பாகுபாடின்மை, பாலீர்ப்பு சார்பு மற்றும் பாலின அடையாளம் ஆகியவற்றை உள்ளடக்கிய ஊழியர்கள் மற்றும் நிர்வாகத்திற்கான பன்முகத்தன்மை பயிற்சி வழங்குதல் போன்றவற்றை அரசு, தனியார் மற்றும் பொதுத்துறை நிறுவனங்கள் உறுதிபடுத்த வேண்டும்.

இந்தி திணிப்பு, மேலாதிக்க மதம் மற்றும் கலாச்சார திணிப்பு, உணவு உரிமையில் தலையீடு போன்றவற்றிற்கு தமிழக மாற்றுப் பாலின, பாலீர்ப்பு சமூக மக்கள் சார்பாக எங்களுடைய கண்டனத்தை தெரிவித்துக் கொள்கிறோம்.

மாற்றுத்திறனாளிகள், தலித் சமூகத்தினர், தமிழ் மீணவர் சமூகத்தினர், வசாயிகள், பெண்கள் மற்றும் பாலியல் தொழிலாளர்கள் மீது தொடுக்கப்படும் வன்முறைகள் உள்ளிட்ட அனைத்து அடக்குமுறை-ஒடுக்குமுறைக்கு எதிரான போரட்டங்களுக்கு எங்களது ஆதரவை தெரிவிப்பதோடு, அவர்களின் உரிமைப் போராட்டங்களுக்கு துணை நிற்போம்.
