This specification was directed by Raymond Unwin, architect (along with Barry Parker) of the garden cities at Letchworth and Welwyn, now working for the Ministry of Health. His recommendation was made in the 1918 Tudor Walters Report on housing, issued in the wake of the Great War and Lloyd George’s invocation of houses fit for heroes.
