The Lincoln Network’s mission is to bridge the gap between innovators, technologists, and policymakers, and to advance policies that help create a better, freer, and more abundant future. Lincoln’s research and advocacy around congressional capacity is rooted in the need to build strong institutions that support sound governance of innovation. This is focused in two areas: (1) improving science and technology policy expertise in the legislative branch, and (2) leveraging our technical expertise to improve capabilities and governance of Congress’s digital services and information technology infrastructure.
