Our current govt can definitely reduce the number of elections without any new law.

If we group the state elections based on last when it occurred. We get into the following list

  • December 2018 — Chhattisgarh, Madhya Pradesh, Mizoram, Rajasthan, Telangana
  • May 2019 — Andhra Pradesh, Arunachal Pradesh, Odisha, Sikkim
  • October 2019 — Haryana, Maharashtra
  • December 2019 — Jharkhand
  • February 2020 — Delhi
  • November 2020- Bihar
  • May 2021 -Assam, Kerala, Puducherry, Tamil Nadu, West Bengal
  • March 2022 — Manipur, Punjab, Uttar Pradesh, Uttarakhand, Goa
  • December 2022 — Gujarat, Himachal Pradesh
  • March 2023 — Meghalaya, Nagaland, Tripura
  • May 2023 — Karnataka

Reducing the number of elections

In 20 States BJP Govt can have simultaneous elections this December by preponing polls in states they are in power.

As on Sept 2023

BJP is already in power in following 11 states: Arunachal Pradesh, Assam, Goa, Gujarat, Haryana, Madhya Pradesh, Maharashtra, Manipur, Tripura, Uttar Pradesh and Uttarakhand

Their alliance partners are in government in 4 states: Meghalaya, Nagaland, Sikkim, Puducherry.

Four states are anyways going to polls in December of this year Chhattisgarh, Rajasthan, Telangana and Mizoram.

Election in the upcoming state of Jammu and Kashmir can also be conducted in December.

This brings down the number of elections to Seven

  • December 23–20 States as above
  • May 24 — Andhra Pradesh, Odisha
  • Dec 24 — Jharkhand
  • Feb 25 — Delhi
  • Dec 25 — Bihar
  • May 26 — West Bengal, Kerala, Tamil Nadu
  • Mar 27 — Punjab, Himachal Pradesh

This can further be reduced with a little bit of convincing. Both Andhra Pradesh and Odisha are ruled by parties that aren’t opposed to BJP. These states could be requested to prepone their election by 6 months. Similarly, Delhi can be requested to prepone its election by little over a month to coincide with that of Jharkhand. This is how the final list would look like.

  • December 23–15 NDA States, Chhattisgarh, Rajasthan, Telangana, Mizoram, Andhra Pradesh, Odisha
  • Dec 24 — Jharkhand, Delhi
  • Dec 25 — Bihar
  • May 26 — West Bengal, Kerala, Tamil Nadu
  • Mar 27 — Punjab, Himachal Pradesh

Thus we don’t need a new law. Whenever BJP comes to power in the remaining states it can prepone the elections but in reality thats only possible in Jharkhand, Bihar, Himachal Pardesh and maybe Punjab if Akali’s come to power there.

I knows this isn’t a long term solution but we have been moving towards stable goverments in the last 20 years. Most are completing their 5 years terms. Yes there are a few states here and there that may not have completed 5 years but It will take time go to previous situation. I have a more long term solution for this which is One nation Three Elections.
