Open Government Data for LGUs

The West Visayas State University — College of Information and Communications Technology (WVSU-CICT) and De La Salle University — Jesse M. Robredo Institute of Governance (DLSU-JRIG) conducted a 2-day Seminar-Workshop on Open Government Data and ICT for Local Government Units on August 4–5, 2016.

The CICT dean and faculty together with Dr. Emmanuel C. Lallana, Chief Executive of ideaCorp and Dr. Sherwin E. Ona, Project Manager of DLSU-JRIG.

This initiative is part of the research project of De La Salle University on Building Capacities for Opening Government in the Philippines and is mainstreamed as part of the extension program of the WVSU-CICT. This program aimed to capacitate local government units towards opening government through the use of ICT and open government data particularly in exploring new avenues for governance, citizen participation, and for the effective delivery of services to its local constituents.

The event was participated by the mayors, municipal administrators, planning and development coordinators, unit heads and staff from the municipalities of Pavia, Zarraga, Santa Barbara, and New Lucena. The participants and guests were welcomed and acknowleged by Dr. Luis M. Sorolla, President of WVSU, and Dr. Joel T. De Castro, Dean of CICT.

Dr. Emmanuel C. Lallana, Chief Executive of ideaCorp and Dr. Sherwin E. Ona, Project Manager of DLSU-JRIG were the keynote speakers for the morning event. Dr. Lallana gave an overview of the fundamental principles, practices and trends of open government and the use of public data. Dr. Ona delivered topic on the practices and implications of Open Government –Open Government Data (OG-OGD) in local governance. This was followed by a dialogue session with local government stakeholders on issues and concerns in the adoption of OG-OGD in their own locality along with the commitment of two HEIs in sustaining this initiatives.

The morning activity was followed by the actual workshop of data management. It was spearheaded by Prof. Ma. Beth S. Concepcion, faculty member of this university and at the same time a Phd student at De La Salle University together with Miss Raizza Victoria A. Cenaroza and Mr. Shem Durst Elijah P. Sandig. They provided lectures on how to leverage ICT in managing open government iniatives coupled with hands-on exercises in data management, data preparation, analysis and visualization.
