The CIP Index analyses 12 established Citizenship by Investment Programmes, providing a review of each CIP and ranking CIPs on the basis of four sub-indices: 1/ Programme Quality, 2/ Freedom, 3/ Quality of Life, 4/ Economy.

The CIP sub-indices in turn measure 15 unique indicators that investors consider when selecting Citizenship by Investment Programmes.

The 12 different countries analysed by the CIP Index are the more established programmes Austria, Cyprus, Malta, St Kitts and Nevis, Antigua and Barbuda, Dominica, Grenada, Saint Lucia as well as new programmes Moldova, Montenegro, Turkey and Jordan.

The findings indicate that European CIPs rank higher in some areas, such as quality of life in the case of European programmes, while Caribbean programmes rank higher in the Programme category, mainly due to the lower investment threshold and to the faster timeline for the grant of citizenship.

Apart from reviewing the benefits, requirements and investment levels of these CBI Programmes, the CIP Index also examines the lifestyle, economy, real estate, health, education, and security of the these countries. As a result, the CIP Index serves as valuable guide for investors in choosing the right programme for their personal requirements based on these key features.

Naturally, no one programme is the ‘best’ programme for all investors and the role of the CIP Index is to facilitate the evaluation of each programme with regard to the investor’s personal objectives, aspirations and circumstances.
