Whose job it to empty the overflowing trash bins we walk past every day so they don’t spill over to create scenes like this?

We all have a responsibility for submitting incident reports about litter, hazards, and overflowing bins to as many potential responding entities as possible. This is what we call sending out a CleanAppReport or doing CleanApping. You can already do this on Twitter or any other social media (Instagram/FB/etc.) and just tag it #CleanApp.
