Prologue

Over many weeks already we are observing the military buildup in Russia close to the Ukrainian border. And everyone in the western democracies is wondering what it is that the Russian leader Putin wants. And many western leaders agree upon the assumption that Putin plans to invade Ukraine. To which Putin responds that there are no such plans.
