If you are in a corporate environment and they disable the ability to change your desktop’s background. This is a way to get around those policies and re-enable access. Enjoy.

THE INSTRUCTIONS

  1. Go to Regedit.exe
  2. Go to these 3 locations and look for anything that has an Active Desktop folder
  3. HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies
  4. HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies
  5. HKEY_USERS\.Default\Software\Microsoft\Windows\CurrentVersion\Policies
  6. If you find any entries that say NoChangingWallpaper and its sets to 1, either set it to 0 or delete it (I personally deleted it)
  7. Restart your computer
  8. Once logged in, you should now be able to change the desktop’s background. This worked for me on Windows 8.1 Pro
