If you are in a corporate environment and they disable the ability to change your desktop’s background. This is a way to get around those policies and re-enable access. Enjoy.
THE INSTRUCTIONS
- Go to Regedit.exe
- Go to these 3 locations and look for anything that has an Active Desktop folder
- HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies
- HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies
- HKEY_USERS\.Default\Software\Microsoft\Windows\CurrentVersion\Policies
- If you find any entries that say NoChangingWallpaper and its sets to 1, either set it to 0 or delete it (I personally deleted it)
- Restart your computer
- Once logged in, you should now be able to change the desktop’s background. This worked for me on Windows 8.1 Pro
