Is it possible to send a notification via BLE to mobile devices without installing an app?

Before Dec 2018, the answer was yes.

Google introducing their Nearby: Physical proximity within and without apps on Google I/O 2016. The feature they mentioned in the video said we could use their URL open the app, if the user doesn’t have an app, the notification can open the fallback website instead.
