Coforma Supported the Office of Personnel Management with User-Centered Research

The Office of Personnel Management (OPM) selected Coforma to provide user-centered research.

Coforma was selected by the U.S. Office of Personnel Management (OPM) to prime an award to provide user experience (UX) research that focuses on the wants and needs of Federal retirement benefits system users, ensuring product and system solutions map directly to the Federal retirement customer journey.

Throughout the engagement, Coforma performed human-centered design (HCD) research on the UX, design, accessibility testing, and related services. This research included extensive interviews with four separate customer bases (Federal retirees, Retirement Services officers, Federal agency HR officers, and Federal payroll providers), as well as usability validation of an underway retirement online application submission app. Research followed retirement-eligible Federal employees from the beginning of their application process through the end of benefits adjudication.

The U.S. Office of Personnel Management Retirement Services (RS) manages retirement benefits for Federal retirees and their families, including 2.7 million current annuitants and survivors. According to recent numbers provided in the 2019 Federal Employee Viewpoint Survey and a report issued by OPM in 2017, about 15% of the Federal Government’s 4 million Federal employees are already eligible to retire.
