Liang Liang, DBA (Doctor of Business Administration) from the International Business School of Southwestern University of Finance and Economics and Birkbeck College, University of London, founder of Chengdu BrandNew Sign Co., Ltd. After his first company stabilized, he went to the United States to study and establish a privare quantitative fund with excellent performance. In 2018, Liang Liang called for Chen Hua and Wang Yang, partners of his quantitative fund, to resign and return to China to start an innovative startup in Blockchain and Cryptocurrency, and received venture capital investment of 13,000 Ethereum (market value 30 million US dollars) from more than 20 well-known investment institutions around the world. A number of top technical talents from China and the United States in the fields of cryptography and physics have developed a blockchain technology project dedicated to digital asset transaction blockchain named COINXP, which was finally successfully developed in October 2018, and the first application on the public chain, HUBDEX, has been launched since June 2019 , for users to carry out cryptocurrency storage and trading.
On February 16, 2021, under the circumstances that no user reported any evil/wrong/actions, crime or consequences, none of the personnel involved were from Wuxi, Jiangsu province of China, and neither of the company’s business premises, nor network servers, nor offline promotion activities of the exchange were located in or related to Wuxi City. Furthermore, HUBDEX Exchange had no substantial connection with Wuxi. Howeverm the Wuxi Public Security Bureau affiliated branch in Xishan district, Wuxi city decided to file a case for investigation of HUBDEX, charging the blockchain technical team as the crime suspect of [illegal use of the information network].
On April 10, the branch directly under the Wuxi Municipal Public Security Bureau knew that it had no legal jurisdiction, tampered with and misinterpreted the law, and transferred the case to the Dongting Police Station of the Xishan Branch of the Wuxi Municipal Public Security Bureau for jurisdiction. On April 14, Wuxi police went to Beijing, Chengdu, Changchun, Guangzhou, Guiyang and other places to arrest CoinXP CEO Liang Liang and other partners and colleagues, and demanded that Liang Liang and others hand over all the private keys of cryptocurrency (address) assets custodian on Hubdex exchange.
The next day, Liang Liang and others were criminally detained on suspicion of “illegal use of information networks” and detained in Wuxi Detention Center. Subsequently, the HUBDEX exchange was shut down, and the cryptocurrency assets of the majority of users faced a huge risk of value clearing due to the loss of liquidity. The cryptocurrency involved in the case was transferred to other addresses by the Wuxi Public Security Bureau, and 20 bitcoins disappeared during the transfer process, and had not been found so far! On May 14, one day before the maximum statutory period of detention was about to expire, the Wuxi police changed the mandatory measures for Liang Liang and others to designated residential surveillance where was a sercret rural place without 3rd party surveillance without informing their family and attorney.
On August 6, Liang Liang and others were arrested by the People’s Procuratorate of Xishan District, Wuxi City. On September 30, when the procuratorate had already approved the arrest, the Xishan Sub-bureau filed a case for “organizing and leading pyramid selling activities”, first approving the arrest and then filing the case.
On May 20, 2022, the Xishan District People’s Procuratorate of Wuxi City, without soliciting investment information from users, investigating and collecting evidence, arbitrarily increased the accusation of “illegally absorbing public deposits” and filed a public prosecution in the Xishan District People’s Court.
While Liang Liang was in custody, Hu Qifeng, a policeman from the Wuxi №1 Detention Center, beat Liang Liang for no reason, causing Liang Liang’s retinal damage, continuous loss of vision, and accompanied by floaters. Currently, his vision continues to deteriorate. According to Liang Liang’s own statement, the process of being beaten is as follows: “At around 6 o’clock in the morning on October 8, 2021, because I fell asleep on a hard plank bed, I had low back pain, so I turned over on the bed and stood still. , Without making any sound, a card was punched. Hu Qifeng cursed on the window sill after 7 o’clock in the morning, and asked who slept in bunk 15. I said, it was me. Then he said, wait for me. After a while, he came down and asked me to go outside the cell door to handcuff and shackle me. Then he beat me violently and hit me on the head with his fist. When the first punch hit me on the head, My head hit the wall with a bang, and then he punched me about five or six times in a row. I kept holding my head and kept yelling at him to stop hitting me. He kept hitting me very brutally, including one punch It hit me in the eye. I saw a mass of yellow at the time, and I couldn’t see anymore. I squatted on the ground and shouted that my eye was injured. Hu Qifeng pulled me outside the cell door and beat me. Surveillance probes were installed for the decoration, and high-definition cameras took pictures.”
On October 9, 2021, because Liang Liang himself repeatedly applied for eye pain, blurring, and bleeding, the detention center took Liang Liang himself to the emergency department of the Ophthalmology Department of Wuxi Second People’s Hospital. According to Liang Liang’s own statement, the medical treatment and injuries are as follows:
“On October 9th, Dr. Chen from the detention center came to ask me about my condition. My eyes had been in great pain and there were obvious abrasions on the surface. He took me to Wuxi People’s Second Hospital for an examination in the afternoon. After the examination, the doctor said, “Oops, The retina was injured.” At that time, the police in the detention center were by my side. Before the doctor finished speaking, the police stopped the doctor and asked the doctor not to tell me any more. The doctor did not continue to tell me about the injury. Later, the doctor gave me a prescription to treat retinal hemorrhage One month’s dose of medicine, and repeatedly asked me to go for a review in a few days, I knew that my eyes must have been injured by fundus bleeding. However, even if the facts were in front of me, the police who took me to the hospital with me Said “your eyes are fine”. On October 11, I was taken for a reexamination, and the doctor said “need treatment, see if it gets better after treatment”. I felt that my eyes were seriously injured, and after that, I just took medicine without treatment , experienced pain, blurring, ulceration, suppuration, scabbing, yellow astigmatism in vision, dark shadows of floaters, and blurred vision. I know for myself that my eyes hurt badly.”
According to the records of Liang Liang’s outpatient visit, examination and prescription on October 9 obtained from the Second People’s Hospital of Wuxi by his family, it can be seen that the diagnosis and prescription of the doctor of Wuxi Second Hospital (Zheng Lanyu) are consistent with the injury described by Liang Liang . The diagnosis records were: the right eye was injured by a fist, and the eye pain and blurred for 1 day; the patient was injured by a fist in the right eye 1 day ago, and felt pain in the right eye and blurred vision, so he came to the emergency ophthalmology department of our hospital for treatment. General visual acuity examination results were: Vod (right eye vision) was 0.1; Vos (left eye vision) was 0.2. Preliminary diagnosis: right eye contusion. Prescribing records are: Hexue Mingmu Tablets x280 tablets Dose: 1.55g/TID orally; Triamcinolone Acetonide Econazole Cream x5 sticks Dose: 15.00g/PRN for external application. The doctor also made an appointment for further examination of the fundus retina (FFA).
In addition to eye injuries, Liang Liang’s head was also violently hit by Hu Qifeng. According to Liang Liang’s self-report: “On October 20th, I was taken to the hospital for examination again, because after Hu Qifeng beat me, I also suffered from urinary incontinence, which lasted for more than a month. Doctor Chen of the detention center worried that I had a brain injury. , asked me to take a CT scan, and after the scan, the doctor gave me medicine to repair the nerves. After that, the problem of urinary incontinence gradually recovered, but the eye problem became more and more serious, and the vision continued to decline.”
Since October 8, 2021, Liang Liang’s first lawyer meeting after being beaten (about October 10, 2021), so far, the family members have entrusted lawyers from Jiangsu, Shanghai and Beijing to go to the first meeting with Wuxi City over and over again. The leaders of the detention center and the Wuxi Municipal Public Security Bureau’s prison management branch communicated to give Liang Liang’s eye treatment as soon as possible, and obtained surveillance videos to find out the facts, and punish Hu Qifeng, the violator of the law and discipline, according to the law. However, after several months of communication, Liang Liang’s eyes could not be effectively treated, and the detention center did not allow him to know the results of the examination.
In May 2022, Liang Liang’s lawyer formally filed a complaint with the Wuxi Municipal People’s Procuratorate, and the Wuxi Municipal People’s Procuratorate filed a case to investigate the beating incident. At the same time, the family members went to the Second People’s Hospital of Wuxi City, and retrieved the records and medical records of Liang Liang’s three visits including the day after he was beaten (October 9, 2021); The eyewitnesses were injured, and lawyer Liang Liang made a witness statement as soon as possible, fixed the statement, and submitted it to the Wuxi Municipal People’s Procuratorate. During this period, prosecutors from the Xishan District Procuratorate went to the detention center to interrogate Liang Liang several times. Liang Liang reported to him that he was injured by Hu Qifeng, suffered eye injuries, and lost control of his urine.
On May 27, 2022, the Wuxi Municipal Procuratorate came to investigate the beating of Liang Liang. The Municipal Procuratorate came to make a statement for Liang Liang. This was the first time that Liang Liang was beaten and made a statement about the beating incident after seven months. Liang Liang explained what happened in detail, and provided witnesses who were in the cell at the time, and suggested that the surveillance video could also be retrieved. However, the police told Liang Liang himself and his family members that the surveillance video was gone long ago. On June 22, 2022, the prosecutor in charge of Xishan District, Wuxi City took Liang Liang to the Affiliated Hospital of Jiangnan University of Soochow University to perform an eye injury test on Liang Liang. After the examination, the doctor told Liang Liang face to face, and made a diagnosis: “1/6 of the retina of the right eye is permanently damaged, and the peripheral vision is affected, which is irreversible.” According to the clinic examination records, before Liang Liang was arrested by the Wuxi police on March 31, 2021, the corrected visual acuity of his right eye was 1.2, which can make a clear comparison of vision loss), and the doctor said that it is permanently irreversible. Prosecutors were wearing body cameras at the time.
Liang Liang, Chen Hua and Wang Yang are private entrepreneurs and scientific and technological innovation talents who studied in the United States after graduating from Tsinghua University and Peking University. Inspired by Liang Liang, they returned to China to start their own businesses and engaged in the development of blockchain innovation technology platforms. Investing tens of millions of dollars and Chinese and American talents to start a business not only has no informants and victims, Liang Liang, Chen Hua and Wang Yang, as the parties accused of “organizing and leading pyramid schemes” and “illegally absorbing public deposits”, have no illegal profits and the behavior and results of user property encroachment. In the original case, there were illegal law enforcement actions such as Wuxi’s lack of legal jurisdiction, profit-seeking law enforcement, and a huge amount of Bitcoin numbers being transferred and lost by the police during the investigation. There was huge controversy over the nature of the case. The sudden incident of Liang Liang being violently beaten by discipline officers in the detention center was far simpler than the facts of the case, involving fewer people, and it was easier to judge right from wrong than the case itself. Moreover, there should be no blind spots in the detention center, and there should be witnesses, so there should be no evidence Missing, difficult to distinguish and other reasons.
However, since the incident occurred on October 8, 2021, the beating incident has not been handled fairly, causing huge physical and psychological harm to the parties concerned. Wen Wuwen, under all kinds of requests and complaints, the Wuxi City Procuratorate finally filed a case for investigation, but after half a year of filing the case for investigation, it was delayed in dealing with Liang Liang’s medical treatment, appraisal results, and the treatment of the perpetrator Hu Qifeng. No official results will be announced. The procuratorial organ has the statutory supervision responsibility for the supervision and law enforcement activities of the detention center. After discovering illegal activities such as beating detainees in the detention center, it should immediately investigate and deal with it, and publish the results of the treatment. This is not only related to the basic personal safety and human rights protection of the parties in the detention center, but also to the fair handling of complaints from the family members of the parties. It is also related to the judicial justice of Wuxi Political Law and Jiangsu Political Law, and the credibility of state power and other national and public interests.
Based on this, the Wuxi Municipal People’s Procuratorate is applying to disclose information on the handling of Liang Liang’s eye injury by the Wuxi Detention Center according to law, including: Liang Liang’s eye injury test results, handling results, and the illegal handling of the assailant.
