Copyright law encourages creators to create works by giving them the right to manage the use of their work. However, the creative work cannot be done overnight. Generally, it has made based on existing works.

Because of this, it is essential to create an environment in which works, which can be the base of creation, can be used freely, as well as copyright rights.

The public domain means the work which can be used without the creator’s permission. The Korea Copyright Commission collects or gets donated various forms of shared works and provides them to be easily used. They strive to raise awareness, so the public domain spread more widely.

The copyright is given once the work is created. It is given even if the creator does not want it. Users often give up to use creations since they are not sure if there are copyrights or not. So creators can commit themselves by applying “CCL(Creative Common License,)” on their works or by donating their copyright.

The Korea Copyright Commission operate “share-ground” where people can search and download shared works. Foreign public domains are available since they contract business agreement with Europeana, Digital Public Library of America, etc.

Creators can share their works applied CCL on the Share-Ground. They also can share their works on blogs or cafe as well. One of portal site operates a platform which can connect creators and public.

Not only sharing but also donation is active. Donated works are various from music to handwriting. The first donated work is Korean national anthem.

From 2016, relay copyright donation campaign started. One of the creators has recently donated handwriting, and the committee has made it as font and distributed it. It can be used for free without any condition.

The committee will be focused on collecting and discovering public domains which can die out by private ownership. They will also make the relay donation active and will create and distribute font programs made of donated handwriting from famous people.
