A 2030 Vision for Philippine Urban Transportation

By 2030, we will have a safe, net zero-carbon transportation system in the Philippines that works for everyone and connects everyone to community and to opportunity.

The system and the people who run it are guided by the values of equity and social justice. We have well-managed systems that give people good mobility options.

Our leaders focus on making transportation better every day for everybody. They are empathetic and put people first. To hear the voice of the people and the community, they consult with local organizations and advocates for all programs and projects. They strive to make the system more efficient through kaizen — a commitment to constant improvement. They are always working to improve everything, to make the system easier for everyone to use.

Our system prioritizes pedestrians, especially disabled persons. Streets are wheelchair-friendly with generous, well-maintained sidewalks. They are well-lit, have shade trees, and have places to sit. Women, children, and seniors can walk without fear, even at night.

We have lively, friendly streets with safe waiting areas and spaces for vendors. Our roads do not flood and have green infrastructure that fights climate change. We build roads that put pedestrians, active transport, and public transportation first. We have a nationwide network for active mobility that even children can safely use. Every establishment is accessible and provides convenient facilities for people on bikes and people on foot.

The public transportation system is always available and easy to use, even for people who are blind or hearing impaired, for people in wheelchairs or walkers, for parents with strollers, for people carrying groceries, and for people visiting the area for the first time. Transferring from one mode to another is very convenient.

Owning a private vehicle is an option, not a necessity. Active transportation is safe and goes everywhere. Public transportation is so efficient, affordable, and reliable that it saves people time and money.

All public utility vehicles and facilities are accessible and are good for the environment. They represent our communities and celebrate our art and our culture. We have a rapid rail network that connects our cities and regions. People can get helpful information when they need it — online and everywhere — with clear directions and real-time schedules.

People working in transportation have dignity and receive living wages, social security, and benefits. They are trained to serve everyone well but especially those with physical and/or intellectual and developmental disabilities. They do not discriminate against anyone regardless of race, ethnicity, nationality, class, caste, religion, belief, sex, gender, language, sexual orientation, gender identity, sex characteristics, age, health, or another status.
