Purpose

The National Coronavirus Recovery Commission will help shape the work of decision-makers at the highest levels of government and inform the public about the policies that should be implemented for navigating toward the recovery and restoration from the COVID-19 pandemic.

This challenge is multifaceted with complex interdependencies and the potential for policies in one sector to create unintended and unanticipated consequences in another area important to recovery. Accordingly, the commission consists of experts in disaster response; federal and state-level government service; medicine; economics; business; civil society and education.

In developing solutions to the pressing challenges in front of our nation, the National Coronavirus Recovery Commission will discuss the following questions and issues related to recovery and restoration from this crisis:

Crisis Mitigation

· BUILD CAPACITY: What are the policy recommendations that should be advanced to build capacity for protecting public health while helping Americans begin to resume their normal lives?

· SEQUENCE AND STAGING: What data should policymakers use to inform decisions about where and when Americans can begin to resume their normal lives? In what sequence, using which public health approaches, should the response to the crisis be staged in order to best protect health while re-starting the economy?

Recovery and Restoration

· RELIEF AND BRIDGING: What is the full spectrum of relief Congress and the Administration have provided, and what impact is it having on Americans’ health, the economy, and the eventual ability of Americans to return back to normal life? How can we best measure that impact and effectiveness?

· WELL-COORDINATED RESPONSE: What is the range of coordination activities between the federal government, state and local governments, and the private sector? Which activities are the most effective?

· COMMUNICATION EFFECTIVENESS: What is the range of communications being provided to the American public by the federal government and which strategies have been the most effective?
