NFT framework v0.13.9.3 has been released to testnet

Present: Artem, crowncoin-knight, walkjivefly

1. Artem released the third and final NFT guidelines video and a Medium article to reinforce the video guidelines. He also fixed the first reported testnet issue, #344 and updated the version number to 0.13.9.3. This is now available for people to download and test and start developing use-cases. He is very keen to get any and all feedback. The more people who join in the quicker we can find any problems and the shorter the testnet period before we’re able to release “Emerald” version 0.14 to mainnet.
2. Ashot was not able to attend the meeting for personal reasons. He’s still working on the bitcoin codebase upgrade as and when he can but doesn’t plan to submit a funding proposal this month. Hopefully he’ll post a brief report on the codebase update progress in Discord when circumstances allow.
