Financial Services Agency Issues 3rd Business Improvement Order for Tech Bureau

In response to a hacking incident which resulted in a 7 billion yen loss, the Financial Services Agency issued a Business Improvement Order to Tech Bureau Inc., which operates Zaif.

This is the third time that the Financial Services Agency issued a business improvement order to Tech Bureau.

This time, the business improvement order was issued because the investigation of the hacking, the response to customers, and the measures to prevent such incidents were all deemed insufficient.
The contents of the business improvement order are as follows.

(1) Determination of the facts and causes of the hacking (including clarification of where the responsibility lies) and the formulation and implementation of measures to prevent recurrence.
(2) Preventing damage to customers from expanding
(3) Responding to customer damage
(4) With regard to the details of the business improvement order issued on March 8 and the business improvement order issued on June 22, based on the hacking incidents, create and execute an effective plan that is detailed and effective
(5) With regard to (1) to (4) above, submit a written report by Thursday, September 27.

In March this year, the Financial Services Agency issued a Business Improvement Order mandating that Tech Bureau create an “effective system to manage risk and a system to respond appropriately to customers.”

Also, in June, a Business Improvement Order was issued mandating that it create an “effective business management system to ensure proper and reliable operation of the business, an internal control structure that complies with laws, money laundering and terrorism countermeasures, and separate management of user funds.” The response to these Business Improvement Orders have been monitored periodically.
