Ruslan Kozlov became the head of the court for the fourth time

Let’s congratulate the powerful team of the Pechersky District Court of Kyiv on the election of an equally powerful head.

And there are as many as three exciting nuances.

First, the powerful team of judges elects the head for three years. And it is not a continuous process; the head should be elected not more than two times in a row. Change of power, all is clear. And it’s not just some principles; limitations are established by, excuse the pun, law.

But Ruslan Kozlov reads the law much more professionally than we do. He believes that if he resigns before the end of his term of office, then the two-term limit does not apply.

The 1st term: 2015–2017 (until 2015, the rule of a 2-year term was in force, then it became a 3-year term),

The 2nd term began in 2017 and was supposed to end in 2020. A month before the end of the term, Kozlov resigned. And, what a surprise, he was elected for the third term.

The 3rd term: started in 2020 and should end in 2023. But Mr. Kozlov resigned three months before the end of the term. The powerful team did not notice the problem and supported this honest interpretation of the law by a majority of votes on Monday.

The second interesting fact is that during the judge’s first outrage of the rule of law, he was supported by the Council of Judges of Ukraine: on January 22, 2020, they prepared an explanation at the request of the judge of the Taraschansky District Court Poteryaiko S.A. about how to enter into intimate relations with this rule properly. And this explanation, if I am not mistaken, was also used by Pavlo Vovk to be elected to the head of the District Administrative Court of Kyiv for the fourth time.

The letter lasted for three months, and in March 2020, the Council of Judges revoked it.

And the third curios thing of Kozlov’s election is the justification of the necessity of his stay as the head of the court for the fourth time.

Last Friday, at a meeting of the court’s powerful team, Mr. Kozlov announced that “there is a possible attack on Kyiv, and the court may be left without a worthy leader at this difficult time. I have no idea what to do, he says, because I am obviously the only worthy person here.”

Our insiders say that the charismatic orator convinced the powerful team of judges that only he was capable of protecting the Pechersky court and all of Ukraine. Hence, the team nominated Mr. Kozlov for the position and begged him not to abandon his flock in this challenging time. Mr. Kozlov looked sternly at the horrified free-standing and independent judges, fatherly patted the hair of the judge standing closest to him, looked at the icon of Pavlo Vovk on the wall, read a prayer to the Flying Spaghetti Monster, and agreed.

It may seem that it is ill-mannered to try so stupidly to circumvent the direct rule of the law. But you and I, the legal community, do not particularly have the right to whine about this matter. Because in our history, we have had a lot with the re-election for a third term, for example, the president of the UBA, Denys Buhai.
