Politicization of Administration: And Bangladesh

The country is going through the colonial style bureaucracy, but it has been taken the initiative to reform the administrative system, it stopped again and again. The administration has been shaken due to the absence of modern Democratic based bureaucracy. One the other hand, some officials have been promoted to the top rank, many times, in violation of the recruitment rules. As a result, the administration becomes unbalanced, the administration officials are looking for a good position and political asylum for promotion. Different political governments are trying to grab Power by utilizing this opportunity. And I think the administration is slowly moving towards groupization . It has been see in different government regimes and increase day by day.

For example , I will include here two incident, (1) In 2013, a violent incident occurred in our village, when my cousin was not still in village but later police filed a case against him. Because he is a worker of anti-government party, Bangladesh Nationalist Party (BNP)
(2) An Awami League leader of our area beat up a primary school teacher. When the teacher went to the police to make a GD, the police did not accept the case.
Both of the above facts indicate that the administration has been groupized and only government supporters get administrative benefits. Not only is the situation of our village but also this the picture of the entire country.
Without it, if we look our judicial Department , see the presence of political influence prevailing there. When S K Sinha was the chief justice then he made comment that is he said, “ The executive is trying to influence on the judiciary, for this reason, I would like the cooperation of Judiciary and Lawyers”. If we look down, realize that the verdict of each political case should reflect the will of the government. And also, the level of loyalty of the administrative officials towards the ruling party is increasing day by day.

According to the Savara’s article which I read in my academic study, Politicians and Administrators stresses along with distinct roles; compliance along with independence. Administrative officials will have respect for political control along with a commitment to shape and implement policy in ways that promote the public interests . But when only government supporters get benefits then How is the public interest preserved?

Here also discussed that, if political control is high then administrative power will be low and it’s call political dominance and Administrative autonomy will be created if the political dominance is low and administrative independence level is high. To create a stable condition, the politicians will be respective to the administrative competence and commitment, Administrators committed to accountability and responsiveness.

Above all, we all want that a stable condition be established between politicians and administrators. So that the country and countrymen can be benefited..
