The Discrepancies in the Hall Administration

Bureaucracy is the basis for the systematic formation of any Organisation and it is designed to ensure organisational efficiency and effectiveness. I'm trying to understand how efficient and effective our bureaucracy is.

My experience with the bureaucracy is in the area of hall administration. Thousands of students are facing the same problem . I got admitted to University of Dhaka on 20th December, 2017.Today it's 14th November, 2018. Almost one year has passed. The hall that was initially attached for me was Bangladesh kuwait Moitree Hall, University of Dhaka. The hall is so congested that only third & final year students can get seats in the hall. We first year students Can't even apply for seats. This is the most congested hall of the varsity.

We first & second year students are suffering much from accommodation problem which was meant to be happen. So, the Hall Administration took the decision that First & Second year students from Bangladesh Kuwait Moitree Hall will be shifted to 7-E-March building, Rokeya hall which was newly built. Undoubtedly, that was a very alleviating news for us.

The hall administration asked for some utile papers needed for the process official procedures. As they asked, we submitted those papers within 15th july,2018.We were told that we will be given our seats within one month from then. Now 4 months is over and yet we don't know whether we can get into the hall this year or not.

Not everyone has close relatives in Dhaka Most shockingly those who haven't have close local Guardian in Dhaka can't have seats in halls.Yesterday a hall official was saying that to a guardian in front of me. What kind of rule is this I really don't know. Many have close relatives but live far away from the varsity like me.It takes 4 hours for my daily arrival to the Varsity and once I'm trapped in a jam then it's really distressful . I can't give proper attention to my studies also for this terrible everyday journey.

Again,there is a chain relation between administrative works. I could not lift my government scholarship money yet because of this hall problem where my friends lifted their money 4 months ago . Students have to go through many difficulties in doing these activities. After doing most of these, if they came to know that they have to do the same activities again,this is really painful.

But the major question is, what are the reasons behind these problems? Is our Hall administration ineffective or inefficient?

Bangladesh is such a developing country where bureaucrats are powerful in Society Though in a Democratic system bureaucracy should be politically neutral and impartial, our bureaucrats just try to please politicians in power.They prioritise the expectations come from powerful ones. The reason behind telling these is every hall of Dhaka University has political building. Those who have political linkages can get into the hall without any formal selection or procedures applied to others. They can get into the hall within 1/2 months of their admission where we have to suffer for more than 1 year.

According to Max Weber,to ensure effectiveness and efficiency, Organisations need a firmly ordered hierarchy. There are hierarchy in hall administration but the specified higher layers don't control or supervise the bottom layers firmly. If they did,the procedures which were supposed to be done within 1 month wouldn't take more than 4 months. That also means, the regular official duties and activities weren't done based on their targets which should be.

Again, government of Bangladesh hasn't have enough revenue for the fiscal budget for which bureaucratic officials receive a very little amount that is sometimes less than a senior Clerk in private companies. So, they resist with negligence towards their duties.

Whenever I go to my hall office for any official information, the hall officials feel so disturbed. Most of their behaviour is too rude and most of the time they answer with false-plights .They have no social accountability. We haven't have right to see enough data we need to see.There's a huge transparency gap also.

The bureaucrats of our country enjoys tenure for their working life. Most of the time they are moved from less well paid to better well paid officials with time or seniority,not based on their performance. May be,these poor performances, unaccountable ineptness, lack of loyalty are causing ineffectiveness and inefficiency in the Hall administration.
